It has been an honor to serve you as your El Paso County Commissioner for Precinct 4. Representing the families of West and Northeast El Paso has been a responsibility I take seriously, and I am grateful for the trust you have placed in me.
Since taking office, I have worked side by side with neighbors, community members, and civic leaders to deliver county leadership that produces real results. Together, we have expanded vital services, improved quality of life, strengthened public safety and health, and created new economic opportunities for our region. Every decision I make is guided by INTEGRITY, SERVICE, and a deep COMMITMENT to the people who call Precinct 4 home.
Our work has shown that when we lead with transparency and purpose, we can move El Paso forward. From investing in safer neighborhoods and healthier communities to supporting smart economic development, I have fought every day on Commissioners Court to ensure West and Northeast El Paso are not left behind.
While I am proud of what we have accomplished, I know the work is not done. There is still much more to do to help our region reach its full potential. With your continued support and guidance, I am committed to building on our progress and continuing to fight for you and your family.

Priorities
Transform Economic Development
- Revitalize Commercial Corridors: Partner with municipalities and unincorporated communities in Precinct 4 to develop short-, medium-, and long-term plans to revitalize key commercial corridors using place-conscious strategies and creative placemaking approaches.
- Expand the Promise Program: Develop a clear roadmap for a countywide workforce development initiative, including a coordinated job placement network and access to registered apprenticeship programs for participants.
Strengthen Financial Health
- Review, Analyze, and Direct County Contracts and Fiscal Outcomes: Provide Commissioners Court with a comprehensive review of the use of Hotel Occupancy Tax (HOT) funds, consultant agreements, and county contracts over the past three years, including revenues, expenditures, fund balances, and measurable outcomes.
- Assess Local and State Resources: Evaluate available local government tools, including relevant statutes and state resources, and apply findings to strengthen collaboration on joint capital projects and countywide programs to maximize efficiency and impact.
Lead Justice Reform
- Modernize Legal Fines and Fees: Evaluate the use of fines and fees within El Paso County’s legal system and develop policies that promote accountability while reducing unnecessary financial burdens on individuals and families.
Upgrade Infrastructure
- Expand and Enhance Gallegos Park: Develop a comprehensive strategy to grow and improve county green spaces, enhancing quality of life through feasibility studies, community engagement, partnership and grant opportunities, project management planning, cost estimates, and clear timelines.
- Strategize Water and Flood Mitigation Solutions: Identify opportunities to implement low-impact development and nature-based solutions in county capital projects, working toward a countywide flood mitigation master plan in collaboration with municipalities and community organizations.
Promote Collaboration and Engagement
- Strengthen Communication Capacity: Expand the county’s ability to clearly and consistently communicate priorities, goals, and accomplishments to residents, ensuring transparency, engagement, and public trust.

DELIVERING RESULTS
Sergio Coronado wasted no time in getting to work to improve Precinct 4 after his election. From his first days in office, he rolled up his sleeves and worked side by side with leaders and stakeholders to expand county services, strengthen public safety and health, and improve quality of life for families across Northeast and West El Paso. His leadership has focused on delivering real, measurable results that make El Paso an even better place to live and work.
Through collaboration and accountability, Sergio has driven economic opportunity and invested in the long-term well-being of the community. The following highlights reflect the progress made during his first term on Commissioners Court.
Quality of Life
- Created the Precinct 4 Tree Community Forestry Initiative to add trees in public spaces in Northeast and West El Paso.
- Funded water infrastructure projects such as retention ponds, clean water and sewer systems in Canutillo and Vinton.
- Established or improved parks and skate parks in Westway and Canutillo, including all-abilities playgrounds, basketball courts, benches, picnic areas and landscaping projects totaling millions of dollars.
- Upgraded roofing at Gallegos Senior Citizens Center and spearheaded clean-up efforts along the Rio Grande River Trail, Doniphan Dr., and Gallegos Park.
Public Safety and Health
- Supported the creation of Crisis Intervention Teams to collaborate on safety and mental health responses.
- Pushed for a contract with the El Paso County Sheriff’s Officers Association for fair wages and better training.
- Supported funding for University Medical Center initiatives to: Establish a new Cancer Center and Burn Center, Upgraded stand-alone health clinics, and expanded number of ICU beds at UMC
Economic Development
Developed and led the El Paso Promise Program to expand access to education and workforce opportunities for individuals seeking alternatives to the criminal justice system. Precinct 4 leads the county in creation of hundreds of jobs and billions of dollars in construction and investment, including:
- Meta Data Center in Northeast El Paso
- Eaton Manufacturing Center expansion in West El Paso
- Vinton Steel expansion in Vinton, Texas
- Schneider Electric Manufacturing Plant expansion in West El Paso

Sergio hit the ground running from the moment he was sworn, working to bring high-quality services to the people in Precinct 4. From quality of life, to workforce development and health and safety services, Sergio continues to be an advocate for Northeast and West El Paso County.
El Paso Promise Program
- Developed and led the initiative, which provides education and workforce opportunities for individuals seeking alternatives to the criminal justice system.
- Partnered with community stakeholders such as the Project Arriba, Center for Employment Training, Ysleta Community Learning Center, Worforce Solutions, Borderplex, Southwest University and El Paso Community College to secure continuation of the program.
Parks & Green Spaces
- New Precinct 4 Tree Community Forestry Initiative: Planted 240+ trees at Gallegos Park, Expanded drip irrigation lines, Engaged over 100 volunteers
- Tree donation for Flags Across America area
- Secured budget allocations for Westway Park improvements, including new basketball court and shaded playground
- Completed new All-Abilities Playground, Skatepark and Obstacle Course, and improved the Multipurpose Court at Gallegos Park
- Spearheaded the El Paso County Greenworks Program
Precinct 4 Investment
Precinct 4 leads county in creation of hundreds of jobs and billions of dollars in construction and investment including:

Advocacy & Engagement
- Engaged with EPISO/BorderInterfaith to address park and roadway improvements
- Met with the Texas Education Agency and the Texas Space Commission to expand services in El Paso.
- Met with hundreds of constituents regarding community needs
- Met with state leaders in Austin to advocate for higher education, workforce training and water projects in El Paso County
- Held joint community meeting and panel discussions with Northeast and West Side City Council Representatives to address community concerns.
- Participated in a Precinct 4 Media Tour to highlight concerns and needs in Northeast and West El Paso County to the press.
- Partnered with El Paso Sheriff’s Office to provide Thanksgiving meals to families in Canutillo.
- Participated in the Texas Tree Conference.

- Engaged with industry leaders in Aguascalientes, Mexico, to promote business development and tourism in El Paso.

Health & Safety
- Worked with Texas Department of Public Safety to address high-speed pursuit community concerns.
- Held Precinct 4 Animal Welfare Roundtable in collaboration with El Paso County Animal Welfare, El Paso City Animal Services and the El Paso Sheriff’s Office.
- Organized clean up at Gallegos Park and the Northwest River Trail.
- Partnered with Desert Rescue 915 for Doniphan Drive clean up event between Vinton and Canutillo.

ABOUT SErgio
Sergio Coronado’s story is one that is uniquely possible because he was born and raised along the El Paso–Ciudad Juárez border. Like so many families in our region, Sergio grew up shaped by a shared culture that transcends borders one grounded in collaboration, fraternity, and mutual understanding. Being both an El Pasoan and deeply connected to Juárez taught him early on that progress comes from working together, listening to one another, and serving the greater good. This lived experience inspired Sergio to dedicate his life to public service and to building stronger, more connected communities.
Sergio Coronado currently serves as El Paso County Commissioner for Precinct 4, which includes West and Northeast El Paso. Since taking office, he has been a strong advocate for stormwater and wastewater infrastructure improvements, park expansion and beautification, criminal legal system reforms, and initiatives that advance education and workforce development across the region.
Commissioner Coronado’s work is guided by a focus on people, parks, and the promise of an improved quality of life through education and job training. In 2023, he led efforts to significantly increase the number trees at Gallegos Park, enhancing green space and environmental sustainability in the community. That same year, he helped launch the El Paso County Promise program, which connects justice-involved individuals with education and workforce training opportunities, removing barriers and opening doors to a better future.
Prior to his service on Commissioners Court, Sergio Coronado spent more than 15 years on the Canutillo Independent School District Board of Trustees, where he helped strengthen academic programs and expand opportunities for students in the unincorporated community of Canutillo. A lifelong Canutillo resident, he was born in El Paso and graduated as valedictorian from Canutillo High School.
Commissioner Coronado earned a Bachelor of Science in Psychology with a minor in Biology from the University of Texas at El Paso and a Juris Doctor from the University of Texas at Austin School of Law. His legal career includes service as a law clerk and attorney with the Texas Attorney General’s Office, an Assistant County Attorney in Travis County, and an Assistant County Attorney in El Paso County. He has also maintained a private law practice for more than 35 years.
He continues to live in Canutillo, the place where he grew up and where he raised his three children: Catherine Coronado-Ibarra, Elizabeth Ann Coronado, and Christopher Frank Coronado.
